Council Tax Mystery Benefit

SPAG members, like millions of other pensioners, have been receiving a Pension Service leaflet about Council Tax. On the front it says, "Cut your Council Tax. Find out if you should be paying less."

Turning eagerly to the back of the leaflet, we read, "Council Tax Benefit could help pay towards some or all of your Council Tax bill, if you are on a low income." But how low, we wonder, does your income have to be?

The next paragraph is headed "How is Council Tax Benefit worked out?" Our question, it seems, is about to be answered. But no such luck! The paragraph continues: "Your council will work out if you qualify for help, taking into account your individual circumstances."

The fact is that Council Tax Benefit, like other means-tested benefits, is so complicated that it's almost impossible to explain how it's worked out. Which is one reason why millions of people fail to claim it. There's a moral there somewhere.
